  • Financial Contribution: A Mandatory financial Contribution of $200,000 to Investissement Québec Immigrants Investisseurs inc.
  • Education: Grade 12 (equivalent to Quebec Secondary School Diploma)
  • French Language Skills: Level 7 (Quebec Scale of French Proficiency level) at the time of submission of Application (result must be less than 2 years old at the time of submission)
  • Intention to Settle: Applicants must demonstrate their intention to settle in the province of Quebec.

Application Process

  1. Submission: Applicants submit their application to the Quebec immigration authorities any time. The application includes all required documents proving their net worth, management experience, and investment commitment.
    1. Application Fee: $17,875
    1. Investment & Financial Contribution- No later than 120 days following the date on which the Minister requests this
  2. Selection: The Quebec government reviews applications under its own selection criteria, separate from federal immigration programs.
  3. If you meet the above selection conditions and the Ministère has received confirmation of your investment (investment and financial contribution), you will receive a notice of intent to select.

This notice will enable you to apply for a work permit, for you and for the members of your family included in the application, from the Government of Canada for your stay in Québec.  

The application for a work permit must be made within six months following the date of the notice of intention to select. 

  • Stay in Quebec: Within two years following issuance of the work permit, you must complete a stay in Québec of at least 12 months.  

During these 12 months, a period of at least 6 months must be completed by you. The other period of 6 months can be completed by you or by your spouse or de facto spouse.  

Once the 12-month period has been completed, you must send the Ministère the documents, by mail, demonstrating your stay in Québec. 

  • Interview-
  • Certificate of Selection (CSQ): If approved, applicants receive a Certificat de sélection du Québec (CSQ), which allows them to lodge a federal application for permanent residency.
  • Federal Processing: The federal government assesses the application for admissibility, including health and security checks before granting permanent residency.
