Provinces in Canada have agreements with Federal Government which gives authority to select foreign nationals for permanent Residence in those provinces, depending upon the skills in demand in that respective province.
All PNPs are demand based, that is, they select and nominate only those foreign nationals whose occupations are in demand in those provinces. Eligible candidates have skills like Education, Age, Experience, language skills and adaptability. Most of the PNP programs are job oriented, that is, applicants need to have a job offer from that province. Some PNP programs have Express Entry streams as well, whereby, they select foreign nationals in the Express Entry pool.
